SENDMAIL: No valid recipient addresses

I've used sendmail before without any issues, but for some reason Im getting an error SENDMAIL: No valid recipient addresses.

I created a very simple sendmail/endmail command: <!--SENDMAIL SERVER=mail.someserver.com, FROM=admin@someserver.com, TO=dave@accessdts.lvcoxmail.com, SUBJECT=test, HTML--> <!--ENDMAIL-->

And I keep getting the error. I read about formatting emails in ver 3.0, but this is a valid email address. The date of odb.exe is 4/16/2007

Any help would be appricated.
