optionlist

How can I define a unique optionlist? Im using the same one in about 15 spots to select different users for each row of data:

ex: User Data Smith 1 Baker 12

Smith and baker come from the same optionlist <!--OPTIONLIST UserID, Userlast from tblUser-->

When I try to insert the data into a table it keeps inserting the fisrt UserID of 1 for all records.
